Christine Stouffer

Christine is a certified specialist in Immigration and Nationality Law with the California State Bar. She has been practicing exclusively immigration law since 2006. She previously worked as Interim Staff Attorney for Lawyers’ Committee for Civil Rights (LCCR) in San Francisco with their Pro Bono Asylum Program, and as Staff Attorney for Arab American Legal Services (AALS), part of the San Francisco Immigrant and Legal Education Network (SFILEN).

A variety of experiences in her past led Christine to immigration law. She has traveled extensively and lived in Morocco, France and Belgium. Her mother and her husband are both immigrants to the United States. Based on her personal experiences, she has a deep appreciation for the challenges faced by individuals and families living in a new country. What is already challenging is only made more difficult when, as in many cases, life in a new country brings separation from loved ones. It means a lot to her to work in a field that allows her to help clients navigate the complicated immigration laws so they can focus on moving forward with their lives and reuniting with their families. Christine feels truly honored to get to know people from all over the world, learn their unique histories, and explain the law to her clients so that they can make the most informed decisions about their immigration matter. Once the appropriate path is identified, she enjoys working as a team with clients to present the strongest case possible to the United States Citizenship and Immigration Service or the Immigration Court.

Christine is fluent in French, and conversant in Arabic and Spanish.

Eva Loney

Eva is a Senior Immigration Attorney with experience in a broad range of humanitarian and family-based forms of immigration relief. Prior to joining Stouffer Law, Eva was a Supervising Attorney at Centro Legal de la Raza, where she represented youth and families in petitions for immigration relief before the Immigration Court and United States Citizenship and Immigration Service.

Eva built foundational immigration law experience as a student legal advocate in the UC Davis School of Law Immigration Clinic, as well as in private and non-profit settings. As Editor in Chief of the UC Davis Law Review, Eva was proud to direct the editorial process of a volume of articles written by the nation’s leading scholars in immigration law.

Eva’s belief in freedom of movement and the right of families to remain together drives her work as an immigration attorney and advocate. She strives to make difficult processes more transparent for clients through compassionate, attentive, and collaborative representation.
Eva is a California native who has studied and lived in Chile and Argentina.

Eva is fluent in Spanish.

Monica Oca Howell

Monica Oca Howell is a Senior Immigration Attorney who has specialized in humanitarian and family-based immigration law for over eleven years. Prior to joining Stouffer Law, Monica served as the Supervising Attorney for the Attorney of the Day (“AOD”) Program, housed within the Justice & Diversity Center of the Bar Association of San Francisco.

As the program’s Supervising Attorney, Monica trained and onboarded volunteer attorneys who provided counsel and limited scope representation to pro se respondents in removal proceedings before the San Francisco Immigration Court. Monica also participated in nationwide efforts to protect the interests of the immigrant community, including advocating against the Dedicated Docket and promoting legislation that would increase access to counsel.

Monica is the proud daughter of immigrants from the Philippines. Her mother left her home country in the late 1960s to work as a schoolteacher in Iowa, and was later able to petition her entire family to come to the United States. Monica is inspired every day by the challenges that her mom overcame to live and thrive in the U.S. She is deeply passionate about the practice of immigration law and is dedicated to providing quality legal representation to her clients.

Monica is a California native and is fluent in Spanish.

Erica Monzon

Administrative Assistant

Erica is the proud daughter of immigrants and a native of San Francisco with more than 20 years of administrative experience in companies throughout the Bay Area.

Prior to her time at Stouffer Law, Erica was the lead administrative assistant for a major labor company in Northern California, where she worked closely with the executive team to establish a management-to-employee workflow and communication system that employed dozens of workers in underserved communities.

After almost two decades of balancing a family of 3 children and work, she pivoted to a career that will allow her to grow as a professional with a new challenge — following her passion for helping others.

In joining Stouffer Law Erica is excited to help the legal team better navigate clients through a critical transition in their lives — much like she did for her parents 25 years ago. She enjoys meeting people from different countries who, just like her parents, immigrated to the United States and sought a better life for themselves and their loved ones.

Ana Trujillo

Senior Paralegal / Office Manager

Ana is a certified paralegal with past experience at a family law firm, and past immigration-related experience having volunteered at the non-profit organization Catholic Charities in Concord California before joining the Stouffer Law.

Ana became interested in working in immigration law growing up as an immigrant. Ana witnessed and experienced the difficulties immigrants lacking lawful status in the United States face day to day. Ana was raised by immigrant parents who worked hard from sunrise to sundown in the fields of Salinas, California to raise her and her siblings. Ana has witnessed firsthand the sacrifices that hundreds of immigrant parents make coming to an unknown country seeking work and a brighter and safer future for their families. Ana is proud to be an immigrant herself and grateful to be able to help and make a difference in the lives of many people who are struggling like she and her family once did.

After obtaining legal status in the United States, Ana pursued a paralegal certificate in order to work within the field of immigration law. Ana enjoys being able to help people, and enjoys being part of a team of advocates at Stouffer Law who truly care about clients and strive to provide excellent and quality legal services.

Aubrey Lerio

Virtual Assistant

Aubrey holds a background in psychology and has over three years of diverse experience in human resources within the Food and Beverage and Personal Injury Law industries. Her expertise spans recruitment, administration, payroll, and ensuring compliance with labor laws and legal regulations. Additionally, with over a year of experience as a Virtual Assistant, Aubrey excels in organization and effective communication.

Aubrey joined Stouffer Law in late July 2024, and takes pride in contributing to the firm’s mission by building strong relationships and approaching every task with positivity and proactivity. She is honored to be part of a team that emphasizes respect, great care for clients, and collaboration.

Born and raised in the Philippines, Aubrey loves to explore new places and cultures through travel, and enjoys spending quiet moments immersed in a good book.

Katherine Luevano

Paralegal

Katherine Luevano began working in immigration law in 2017. Motivated by a deep commitment to social justice and immigrant rights, she has since dedicated her career to supporting individuals and families as they navigate the complexities of the immigration system.

As a first-generation daughter of Mexican immigrants, Katherine’s passion for this work is personal. Growing up watching her parents navigate the immigration system and ultimately achieve naturalization, she is driven to provide others with the same level of guidance, respect, and support.

Katherine has experience in both nonprofit and private practice settings, where she has assisted in a wide range of USCIS and Immigration Court matters. She has worked extensively with families, unaccompanied minors, and survivors of crime, supporting them through complex legal processes.

Bilingual in English and Spanish, Katherine holds a B.S. in Business Administration from Sonoma State University, and an A.S. in Social and Behavioral Sciences from Santa Rosa Junior College. Additionally, she has completed extensive immigration law trainings through CLINIC and the ILRC.

Kimberly Patton

Executive Assistant

Kimberly is a career Executive Assistant with 25 years experience advancing the missions, strategies, and brands of multiple organizations, their leaders, teams, and boards. Her expertise in organization, communication, project- and time-management allows others to collaborate more efficiently and cohesively while working toward shared goals.

Kimberly proudly joined Stouffer Law as Executive Assistant to Christine Stouffer in the Spring of 2024, and feels inspired by her dedicated colleagues who have created a truly unique business culture that leads with immense care for our clients and for each other.

Kimberly is a native Oregonian, where she enjoys being close to her family and to the amazing natural wonders of her state.

Jenicah Samillano

Administrative Support

Jenicah Samillano is an administrative support specialist with experience in content management, customer support, and data operations. She has worked with both local and international teams, helping manage websites, optimize newsletters, and keep things running smoothly behind the scenes.

She’s known for being adaptable and detail-oriented, often juggling multiple roles, from handling client inquiries to organizing systems and improving workflows. Jenicah enjoys finding smarter, more efficient ways to work, especially by exploring new tools and technologies.

Outside of work, she loves travelling to new places, thrifting, testing out AI tools, and most importantly spending time looking at (or obsessing over) cute cats and kittens.

Linda Garcia

Intake Coordinator


Linda is an aspiring immigration attorney from Oakland, California. Growing up with a single mom from Guatemala, Linda has firsthand experience dealing with inequity and systemic racism. She is passionate about helping her community dismantle systemic barriers and providing them with the resources needed to succeed. She plans to one day open her own law firm practicing both immigration and disability law.

Linda recently graduated from Southern New Hampshire University with a Master’s Degree in Business Administration and holds a Bachelor’s Degree in Psychology from San Francisco State University. Linda also completed a paralegal certification course from CSU Humboldt.

Linda has previous experience working at a civil law firm and over 5 years of customer service experience. As one of the intake coordinators, Linda enjoys being a liaison between clients and the attorneys, and ensures they have a positive experience from beginning to end. Outside of work, Linda enjoys reading, staying active, finding and executing new vegan recipes, and spending time with family and friends.

Evelyn Perez

Paralegal

Evelyn is a first-generation American, born in Fort Worth, Texas. She moved to San Antonio at the age of three. Evelyn completed High School and attended the University of Texas at San Antonio where she earned a BA in 2017; majoring in Political Science and minoring in Legal Studies & Global Affairs.

Before joining Stouffer Law, Evelyn had over six years of experience working as an immigration paralegal at Texas-based law firm DeMott, McChesney, Curtright and Armendariz, LLP. During the early years of her professional career, she specialized in Consular Processing with Inadmissibility Waivers along with overcoming administrative processing and public charge issues during the Trump Administration. She later explored removal defense and employment-based visas. Evelyn remains incredibly grateful for the rewarding aspect immigration law provides in so many areas.

Growing up first gen, Evelyn understands the harsh realities of immigrants. She heard the scary stories, including the bits and pieces of her parents and sister’s arrival to the United States. She knew her family’s fear of living undocumented, and intimately understood the lack of certainty in the future of all the nation’s dreamers, as her sister is a DACA dreamer. Evelyn always knew, without a doubt, that she would work in a field that empowered these communities. She is glad to have joined Stouffer Law, where she can continue work with a team of fellow advocates who share her mission.

Jimena Jimenez

Intake Coordinator


Jimena has over 5 years of dedicated experience in the immigration field. She is currently pursuing her associate degree in paralegal studies at Arizona Western College with an anticipated graduation date in the Spring of 2024.

Growing up in a border town between Mexico and the United States, Jimena witnessed the diverse reasons driving people to immigrate, sparking a profound interest in becoming involved.

During Jimena’s college journey, she had the privilege of working with a non-profit organization where she assisted farm workers in obtaining H2A and H2B visas. Early in her professional career, Jimena discovered a deep passion for helping others navigate their immigration journeys, recognizing the profound impact it has on their lives.

Jimena is fluent in English and Spanish.

Adrianne Toinko

Originally from Curitiba in southern Brazil, Adrianne began her career centered on people and education. During the pandemic, she transitioned into the world of technology and data, combining a human-centered mindset with analytical and technical expertise.

Before joining Stouffer Law, Adrianne worked as an English teacher, a Learning & Development Specialist in the gaming industry, and most recently as an Analytics Engineer at a multinational oil and gas company. A proud Latina, despite the common misconception that Brazilians are not Latinos, Adrianne thrives on challenges and is driven by work that makes a meaningful difference in people’s lives.

As a lifelong learner, Adrianne is fluent in Portuguese and English, has conversational proficiency in Spanish and German, and hopes to add French to her list in the near future.
